As per Android Police, the new Wallpaper dim effect activate automatically on Android 14 Beta 3 with Battery Saver mode ON and does not need the user to switch the settings.
This feature will excel the battery of your Pixel device. When this function activates it lowers the brightness of the wallpaper, then the system consumes less power and increases battery life.
It can be useful when your battery percentage is low, or when you don’t use your phone, just simply activate this feature and save battery. Reduced power consumption will improve battery life and productivity.
